What is MPEG?
MPEG (pronounced M-peg), which stands for Moving Picture Experts Group, is the name of a family of standards used for coding audio-visual information (e.g., movies, video, music) in a digital compressed format. The MPEG-1 standard is published as ISO/IEC 11172 - Information technology-Coding of moving pictures and associated audio for digital storage media at up to about 1.5 Mbit/s. The standard consists of the following five Parts: Systems (storage and synchronization of video, audio, and other data together); Video (compressed video content); Audio (compressed audio content); Conformance testing (testing the correctness of implementations of the standard); Reference software (example software showing how to encode and decode according to the standard). The advantage of standardizing the decoder is that over time encoding algorithms can improve, yet compliant decoders continue to function with them. MPEG-4 was created to stream DVD quality video at lower data rates and smaller file sizes. MPEG-4 supports video/audio "objects", 3D content, sprites, text and other media types. MPEG-4 has become extremely popular due to the ability to fit a two-hour movie to a CD file retaining comparatively high quality. MPEG-2 is a standard for "the generic coding of moving pictures and associated audio information". It describes a combination of lossy video compression and lossy audio data compression methods which permit storage and transmission of movies using currently available storage media and transmission bandwidth. A decoder that can interpret the bitstream is said to be compliant. MPEG algorithms compress data to form small bits that can be easily transmitted and then decompressed.

What is Android?
Android is a Linux kernel based Software platform which has been primarily developed by Google and other member companies of Open Handset Alliance. It's mainly a Mobile OS that allows third party developers to write managed code in the Java language. Certain features that Google contributed back to the Linux kernel, notably a power management feature called wakelocks, were rejected by mainline kernel developers, partly because kernel maintainers felt that Google did not show any intent to maintain their own code. Even though Google announced in April 2010 that they would hire two employees to work with the Linux kernel community, Greg Kroah-Hartman, the current Linux kernel maintainer for the -stable branch, said in December 2010 that he was concerned that Google was no longer trying to get their code changes included in mainstream Linux. Android, Inc. was founded in Palo Alto, California in October 2003 by Andy Rubin (co-founder of Danger), Rich Miner (co-founder of Wildfire Communications, Inc.), Nick Sears (once VP at T-Mobile), and Chris White (headed design and interface development at WebTV) to develop, in Rubin's words "...smarter mobile devices that are more aware of its owner's location and preferences." Despite the obvious past accomplishments of the founders and early employees, Android Inc. operated secretly, revealing only that it was working on software for mobile phones. That same year, Rubin ran out of money. Steve Perlman, a close friend of Rubin, brought him $10,000 in cash in an envelope and refused a stake in the company. In August 2011, Linus Torvalds said that "eventually Android and Linux would come back to a common kernel, but it will probably not be for four to five years".

    The Android supports H.263 (3GP), H.264, and MPEG-4 SP codecs for video. Video size depends on your Android device capacity. The bit rate depends on video size. The bigger video size is, the bigger bit rate is. For example, 448 or 512 kbps is good enough for 480x320.
