What is WebM?
The WEBM container format is based on the Matroska container, which stores Matroska video in .MKV files. Most major Web browsers will support WebM as part of HTML5 video delivery. The Free Software Foundation, which maintains the Free Software Definition, has given its endorsement for WebM and VP8 and considers the software's license to be compatible with the GNU General Public License. Although Google has irrevocably released all of its patents on VP8 as a royalty-free format, the MPEG LA, licensors of the H.264 patent pool, have expressed interest in creating a patent pool for VP8. Conversely, other researchers cite evidence that On2 made a particular effort to avoid any MPEG LA patents. As a result of the MPEG-LA threat the United States Department of Justice (DOJ) has started an investigation into the MPEG LA for its role in possibly attempting to stifle competition. YouTube offers WebM videos as part of its HTML5 player experiment. All uploaded files are encoded into WebM in 360p, 480p, 720p and 1080p resolutions. YouTube has committed to encode its entire portfolio of videos to WebM. Some video codecs require content distributors and manufacturers to pay patent royalties to use the intellectual property within the codec. WebM and the codecs it supports (VP8 video and Vorbis audio) require no royalty payments of any kind. You can do whatever you want with the WebM code without owing money to anybody. Also ST-Ericsson and Huawei have hardware implementations in their computer chips. Logitech is planning to use WebM as part of a video calling service. A WebM file consists of VP8 video and Vorbis audio streams, in a container based on a profile of Matroska.

What is 3GP?
3GP (3GPP file format) is a multimedia container format defined by the Third Generation Partnership Project (3GPP) for 3G UMTS multimedia services. 3GPP is the new worldwide standards for the creation, delivery and playback of multimedia over 3rd generation, high-speed wireless networks. The MP4 and the AVC file format specifications described usage of MPEG-4 content in the ISO base media file format. A 3GP file is always big-endian, storing and transferring the most significant bytes first. The 3GP is used on 3G mobile phones but can also be played on some 2G and 4G phones. 3GPP is based on the MPEG-4 standard which was derived from Apple's QuickTime. The 3GP file type is primarily associated with '3GPP'. Most 3G capable mobile phones support the playback and recording of video in 3GP format (memory, maximum filesize for playback and recording, and resolution limits exist and vary). These extensions were registered by the registration authority for code-points in ISO base media file format ("MP4 Family" files). It stores video streams as MPEG-4 Part 2 or H.263 or MPEG-4 Part 10 (AVC/H.264), and audio streams as AMR-NB, AMR-WB, AMR-WB+, AAC-LC or HE-AAC. Designed as a multimedia format for transmitting audio and video files between 3G cell phones and over the Internet; commonly used by mobile phones that support video capture. 3GPP file format was designed for GSM-based Phones and may have the filename extension ".3gp". It also contains descriptions of image sizes and bitrate. 3GP is defined in the ETSI 3GPP technical specification. The 3GP file format was designed to decrease storage and bandwidth requirements in order to accommodate mobile phones.
