WebM is an audio-video format designed to provide royalty-free, open video compression for use with HTML5 video. The project's development is sponsored by Google Inc. Media players such as VLC, Miro, and Winamp, have announced support. Although Google has irrevocably released all of its patents on VP8 as a royalty-free format, the MPEG LA, licensors of the H.264 patent pool, have expressed interest in creating a patent pool for VP8. Conversely, other researchers cite evidence that On2 made a particular effort to avoid any MPEG LA patents. As a result of the MPEG-LA threat the United States Department of Justice (DOJ) has started an investigation into the MPEG LA for its role in possibly attempting to stifle competition. Google acquired ON2, the original developer of VP8 technology. VP8 is now an open and free technology. MPC-HC as of SVN 2071 and higher builds supports WebM playback with internal VP8 decoder based on FFmpeg's code. The full decoding support for WebM is available in MPC-HC since version 1.4.2499.0. A WebM file consists of VP8 video and Vorbis audio streams, in a container based on a profile of Matroska.

What is Android?
Android is a Linux-based mobile phone operating system developed by Google. Android is unique because Google is actively developing the platform but giving it away for free to hardware manufacturers and phone carriers who want to use Android on their devices. Google publishes most of the code (including network and telephony stacks) under the Apache License version 2.0, and the rest, Linux kernel changes, under the GNU General Public License version 2. Since Android devices are usually battery-powered, Android is designed to manage memory (RAM) to keep power consumption at a minimum. This contrasts with desktop operating systems which generally assume they are connected to the mains electricity and use as much power as they like. Google releases the Android code as open source, under the Apache License. The Android Open Source Project (AOSP), led by Google, is tasked with the maintenance and further development of Android. Additionally, Android has a large community of developers writing applications ("apps") that extend the functionality of devices, written primarily in a customized version of Java. They are available for download through Google Play or third-party sites.

    The Android supports H.263 (3GP), H.264, and MPEG-4 SP codecs for video. Video size depends on your Android device capacity. The bit rate depends on video size. The bigger video size is, the bigger bit rate is. For example, 448 or 512 kbps is good enough for 480x320.
